Feed Manager is a place where you can collect data about your products, content, and other elements to use them in personalization of communication, or recommendations (recommending specific products to recipients based on previously collected and analyzed data, e.g. for a group selected from segmentation).
You can find the Feed Manager by clicking in the System tab and then the Feed Manager tab:
